BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, October 5, 2009, in the White County Building, 2nd floor, Commissioners’ Conference room at 8:00 a.m.

MINUTES

  • Commissioner Schmierer made a motion to approve the minutes from the regular meeting held on September 21, 2009, seconded by Commissioner Burton. Vote: Unanimous

PAYROLL

  • Commissioner Schmierer made a motion to approve the payroll as presented, seconded by Commissioner Burton. Vote: Unanimous

CLAIMS

  • Commissioner Schmierer made a motion to allow payment on the claims that were presented for October 5, 2009, seconded by Commissioner Burton. Vote: Unanimous

  • Commissioner Schmierer made a motion to allow payment on a claim for $3,750.00, payable to Masimo Americas, Inc., which was held at the Commissioners meeting on September 8, 2009, seconded by Commissioner Burton. Vote: Unanimous

HAPPY TAILS

Anna Kimberly, President of the not-for- profit organization appeared before the Commissioners with a packet of information on Happy Tails.

Happy Tails have made a proposal to the White County Veterinarians:

  • Continue to hold stray animals between 3- 5 days – currently paid by the county.
  • If the veterinarian deems the strays as adoptable, perform a wellness check, which consist of spay/neuter, rabies vaccine, and checks for Parvo on all dogs.
  • Wanting county to move funds that are used to euthanized the strays to pay for the wellness check.
  • Release the animals to Happy Tails.
  • Happy Tails will transfer the animals to and from their facility.
  • Once Happy Tails are at full capacity, they will not be able to take any other animals and they will be euthanatized.

Mrs. Kimberly estimated that the county is spending at least $7,000 a year euthanizing stray animals. She didn’t ask the county for any additional funds, she just requested that the funds be used differently.

Mrs. Kimberly discussed that their current limit is 20 animals at one time according the zoning ordinance. The Commissioners said that they would check with the ordinance to see if that amount was correct.

The commissioners tabled the matter until they (Happy Tails) receive responses from the local vets on how much they would charge for the wellness exams on the strays.

2010 HOLIDAY SCHEDULES

White County Recycling Director Dawn Girard and White County Highway Superintendent Steve Brooke presented their 2010 Holiday Schedule for their departments.

  • Commissioner Schmierer made a motion to approve the 2010 Holiday Schedule for the Highway and Recycling Department, seconded by Commissioner Burton. Vote: Unanimous

RECYCLING DEPARTMENT

White County Recycling Director Girard presented a proposal to the Commissioners to repair the existing hydraulics on the bailer. The proposal is from Deutsch Systems, Inc., out of Valparaiso, Indiana, and they will reconfigure the existing hydraulics on the Balemaster baler for $3,500.

Mrs. Girard commented that they have had the bailer since 1993 and there hasn’t been any money spent on it since; the cost of a new one would be over $160,000.

  • Commissioner Burton made a motion to approve the proposal from Deutsch Systems, Inc., to repair the bailer for $3,500 paid from the Northwest Indiana Solid Waste fund, seconded by Commissioner Schmierer. Vote: Unanimous

FIXED ASSETS

Commissioners Secretary, Donya Tirpak, presented a contract from Government Fixed Asset Services, Inc., to perform the Governmental Accounting Standards Board Statement No. 34 capital asset report for 2010.

The cost of the one year contract is for $2,100, which is $300 less than last year.

  • Commissioner Schmierer made a motion to approve a contract with Government Fixed Asset Services, Inc., for $2,100 for 2010 seconded, by Commissioner Burton. Vote: Unanimous

SHERIFF’S DEPT.

White County Sheriff John Roberts appeared before the commissioners presenting a proposal from Embarq for a new telephone system at the Jail. He was told by an Embarq technician that the current system could go any day now. The cost of the actual proposal was a little confusing so the commissioners requested a representative come to the next meeting. The cost could be anywhere from $8,000 to $10,000, which would replace the office phones and give them a maintenance contract for 36 months.

IVY TECH

Economic Development Director Connie Neininger asked the commissioners to allow Ivy Tech to make changes to the sign on the White County Instructional Center building. Ivy Tech said that they will repair a patch over a damaged area made during the construction on the outside of the building. l cost. PERMISSION GRANTED

Their being no further business to come before the board, their meeting was adjourned.
