BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, November 2, 2009, at the White County Building, 2nd floor, Commissioners Conference room at 8:00 a.m.

Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Commissioner Ron Schmierer. Also present was the White County Auditor Jill Guingrich, White County Attorney George Loy, and the Commissioners’ Secretary Donya Tirpak.

MINUTES

  • Commissioner Schmierer made a motion to approve the minutes from the regular meeting on October 19, 2009, as presented, seconded by Commissioner Burton. Vote: Unanimous

PAYROLL

  • Commissioner Burton made a motion to approve payroll as presented, seconded by Commissioner Schmierer. Vote: Unanimous

CLAIMS

  • Commissioner Schmierer made a motion to allow and pay the claims as presented, seconded by Commissioner Burton. Vote: Unanimous

HEALTH INSURANCE FOR 2010

Commissioner Heimlich announced that the only change in the health insurance plan for 2010 for the employees is the Health Reimbursement Account decrease. For next year, the HRA will drop from $1,250 to $1,000 for a single person and $2,500 to $2,000 for a family.

  • Commissioner Schmierer made a motion to change the HRA amounts as presented for the health insurance for 2010, seconded by Commissioner Burton. Vote: Unanimous

MEADOW LAKE WIND FARM – DECREASE BOND

Wayne Beck, Construction Mgr. for Horizon Wind, appeared before the Commissioners requesting permission to reduce the bonds on the roads in Phase I as per the agreement on October 20, 2009.

White County Attorney George Loy said that the original bond was for $7 million and after 50% of the components were delivered, which has been done, the bond drops to $5 million. Before the amount does drop to $2 million all of the repair obligations must be performed.

White County Highway Superintendent Steve Brooke said that Horizon’s representatives haven’t contacted him yet to “ride the roads”. He said that he has three roads that he is really concerned about. He also said that he hasn’t seen any payment ($620,000) from Horizon for the work that his department has done for them.

The Commissioners decided to table the request until the Highway Superintendent meets with Horizon representatives to make sure that he is satisfied with the road repairs.

AREA PLAN

  • Commissioner Heimlich made a motion to appoint Steve Burton to sit on the Citizens Advisory Committee board for the Area Plan Department, seconded by Commissioner Schmierer. Vote: Unanimous

HIGHWAY DEPARTMENT

White County Highway Superintendent Steve Brooke presented labor rates/per hour for his employees for the Vera Sun Road 50 E. project.
