BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on February 21, 2006 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President, James Mann, called the Council meeting to order in joint session with the Commissioners. The following members were present:

James H. Mann Richard G. Horton Kevin L. Crabb

Dennis D. Cain Dennis E. Carter

MINUTES

Councilman Horton made a motion to accept the January 16, 2006 minutes. Councilman Crabb seconded the motion.

Vote: Unanimous

JORDAN MANUFACTURING ABATEMENT

Connie Neininger, Director of White County Economic Development Foundation (F/K/A White County Industial Foundation) informed the Council that the Declaratory Resolution had been advertised. She would like to have a vote to confirm the resolution.

Councilman Horton made a motion to confirm the resolution to designate the 17.427 acres as an Economic Revitalization Area (ERA) and to allow a ten year tax abatement for both equipment and real estate. Councilman Cain seconded the motion. Vote: Unanimous

COUNTY ECONOMIC DEVELOPMENT INCOME TAX (CEDIT)

The State approved CEDIT to be raised only .07% to be used only for homestead credit. Auditor Pool asked how the Council would like the funds to be distributed: Uniform by dividing them equally between the 23 taxing units, or Allocated by the percentage each taxing unit is losing through inventory loss.

Councilman Crabb made a motion to Allocate the money by percentage to the 23 taxing units. Councilman Carter seconded the motion.

Vote: Unanimous

Councilman Horton recommended raising CEDIT by .18%. Everyone agreed. Auditor Pool will check with the State on this. She also suggested at Budget time, maybe the Council should think about not paying for the County ambulance, various First Responders, & etc. out of the Commissioners` budget, but taken out of CEDIT instead.
