BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on March 20, 2006 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President, James Mann, called the Council meeting to order in joint session with the Commissioners. The following members were present:

MINUTES

Councilman Crabb made a motion to accept the February 21, 2006 minutes. Councilman Cain seconded the motion.

Vote: Unanimous

PUBLIC LIBRARY BOARD

Council president Mann said he had talked with Don Hanni and Art Morgan, both of whom desire to continue serving on the Public Library Board representing the Monticello-Union Township Library. Councilman Schmierer made a motion to appoint Donald Hanni and Art Morgan to the Public Library Board. Councilman Cain seconded the motion.

Vote: Unanimous

ACCUVOTE OPTICAL SCAN VOTING

Since White County had not received the full Federal payment towards the Accuvote Optical Scan Voting equipment, Clerk Lambert said the State would cover $46,000.00 of the cost of the handicap-ready voting machines. Fidlar, the vendor, needs to receive a check for the full amount of $48,084.00 before they will ship the voting equipment. Clerk Lambert asked the County to send the full amount now and then be reimbursed with the $46,000.00 to be arriving soon. The Council approved the request.

BRITTON PROPERTY

Auditor Pool informed the Council about a court decision for the County to pay $454,000.00 for the Britton Property. The Order was given to her by Mike Boonstra, the airport attorney, and signed by Phil Gutwein.

COUNTY ECONOMIC DEVELOPMENT INCOME TAX (CEDIT)

Auditor Pool reported the County is already at their .25% limit on CEDIT. The State will only allow the CEDIT to be raised .07% for the Homestead credit.

HIRING & SALARIES

Council President Mann questioned the hiring of a new employee at the Health Department, but Auditor Pool said he was a part-time employee who is within their budget.

Councilman Cain also asked if the Sheriff’s Department had filled the position the Council approved several months ago? Per Auditor Pool, they have yet to hire anyone.

Auditor Pool reminded the Council to be thinking about County salaries for new hires, so they can discuss it at the April meeting.

ADJOURNMENT

There being no more business to come before the Council, Councilman Crabb made a motion to adjourn. Councilman Schmierer seconded the motion.
