BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on October 16, 2006 for the purpose of discussing the additional appropriations and other business that might come before the membership.
Council President, James Mann, called the Council meeting to order in joint session with the Commissioners. The following members were present:

MINUTES
Councilwoman Lowring noted that Councilman Dennis Carter not Councilman Dennis Cain made the motion for the Pannar Genetics abatement last month. Councilwoman Lowring made a motion to accept the September 18, 2006 minutes with the name correction. Councilman Horton seconded the motion. Vote: Unanimous
2007 SALARY AMENDMENTS
Auditor Pool asked that the Council vote on the salary amendments that had been discussed at previous Council meetings.
Councilman Horton made a motion to amend the salary ordinance for Leah Hull in Area Plan to $24,438.00, and to amend the approved salary figure for the new Deputy Director/Secretary position for Civil Defense to $21,596.00. Councilman Schmierer seconded the motion. Vote: Unanimous
SHERIFF DEPARTMENT
Sheriff John Roberts came to explain the need for additional appropriations. He said the water bill for the Sheriff’s Department has more than doubled, and they have a washer that is down. The Sheriff’s Department pays for the fuel used in mowing all the County properties. Vehicles, fuel, oil changes, maintenance, and repairs are large dollar amounts coming out of Garage & Motors. There have also been three accidents this year that cost a total of $3,000.00. Sheriff Roberts mentioned that his budget not only covers the Jail and Sheriff’s Office, but also Community Corrections and Emergency 911.
Auditor Pool said she will advertise the Additional Appropriations before the next Council meeting, so the Council can vote on them.
HEALTH DEPARTMENT
Councilman Schmierer asked Auditor Pool if she had inquired about the transfer request the Health Department had requested at the last Council meeting. Auditor Pool said the money was to cover the wages of the part time position for Anthony Lavish. When asked why more money was needed this year for part-time than past years, she said he must have done more work this year. Councilman Schmierer suggested the Health Department head, Gwynn Rusinek, come to the November Council meeting and explain the situation.
