BE IT REMEMBERED that a special meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on July 06, 2004 for the purpose of voting on the Confirmatory Resolution For The Designating Of Economic Revitalization Area No. 04-01 On Application Of Tuthill Transport Technologies.

Council President, James Mann, called the meeting to order. The following members were present:

James H. Mann Richard G. Horton Arthur A. Anderson

Harry W. Voorhis Dennis E. Carter Faye L. Lowring

ERA VOTE – TUTHILL ABATEMENT

White County Attorney George Loy and Industrial Relations Director Valerie Hunter were present to discuss the abatement for Tuthill Transport Technologies.

Councilman Horton made a motion to approve the Confirmatory Resolution for the Designating of Economic Revitalization Area for real estate owned by Fluid Drive, Inc. as described in the Declaratory Resolution approved by the Council on June 21, 2004. Said real estate will be declared an Economic Revitalization Area for a period of ten years. Tuthill Transport Technologies will receive a four year tax abatement on manufacturing equipment.

Councilman Anderson seconded the motion.

VOTE: Unanimous

TAX ABATEMENTS

County Attorney George Loy presented an “Application For Designation As An Economic Revitalization Area” form for the Council to look at. He also presented “A Resolution Establishing Rules And Regulations For Applying For And Designating Economic Revitalization Areas”. These will be discussed at next months joint meeting.

Councilman Horton said there has been discussion on setting up a Tax Abatement Board to review future requests for tax abatements. He would like representation from the entire county on this board.

Several names were presented by the Council to be considered as board members. Valerie will look into this. She would like the board to be comprised of five to six members.

There was some discussion on the amount of fees that should be charged to applicants requesting a tax abatement.

Councilman Anderson made a motion to charge each applicant requesting a tax abatement a flat fee of $250.00. Councilwoman Lowring seconded the motion.

VOTE: Unanimous

ADJOURNMENT

There being no more business to come before the council, Councilman Voorhis made a motion to adjourn.

Councilman Carter seconded the motion.
