BE IT REMEMBERED, that the White County Commissioners held a special meeting on Monday, June 30, 2008, at 8:00 a.m., at the White County Building, 2nd floor, Commissioners’ Conference room.

Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Commissioner Ron Schmierer. Also present was the White County Attorney George Loy, White County Auditor Jill Guingrich, and the Commissioners’ Assistant Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

  • Commissioner Schmierer made a motion to approve the minutes as presented for the regular meeting on June 16, 2008, seconded by Commissioner Burton. Vote: Unanaimous

PAYROLL

  • Commissioner Burton made a motion to approve and pay the payroll as presented for June 30, 2008, seconded by Commissioner Schmierer. Vote: Unanimous

HOSPITAL BOARD APPOINTMENT

  • Commissioner Schmierer made a motion to appoint Dean Fleck and Randy Mitchell to the White County Hospital Board for a four year term beginning July 1, 2008, and expiring June 30, 2012, seconded by Commissioner Burton. Vote: Unanimous

HOSPITAL ASSOCIATION APPOINTMENT

  • Commissioner Schmierer made a motion to appoint Neil Smith to the Hospital Association Board for a three year term effective immediately until the 17th day of January, 2011, seconded by Commissioner Burton. Vote: Unanimous

REDEVELOPMENT COMMISSION

Commissioner Heimlich said that the five member appointments were made last year for the Redevelopment Commission but since legislatures changed the law they now need to appoint an advisory member from a School Board within the county by July 1st.

  • Commissioner Burton made a motion to appoint Barry Haskins from the Tri-County School Board as the advisor for the Redevelopment Commission Board for a term expiring December 31, 2008, seconded by Commissioner Schmierer. Vote: Unanimous

REGION IV WORKFORCE BOARD APPOINTMENT

  • Commissioner Burton made a motion to appoint Mike Godlove to the Region IV Workforce Board for a two year term beginning July 1, 2008 and expiring June 30, 2010, seconded by Commissioner Schmierer. Vote: Unanimous

IVY TECH

Economic Development Director Connie Neininger said that she does not have prices yet for the tuck pointing and seal coating but she is still working on it.

The final inspection and occupancy inspection is due the week of July 21, 2008. They will be having a ribbon cutting ceremony on August, 27, 2008.

HIGHWAY DEPT.

White County Highway Superintendent Steve Brooke said that the Commissioners will have to hire a contractor to do the repairs on the Norway Bridge. He said that FEMA did award the county $103,000 and he feels that this is more work then his crew or equipment can handle.

Mr. Brooke also said that he has learned from FEMA that our county needs to adopt a bridge ordinance. If the bridge would’ve washed out completely, FEMA will only pay for the value that is there. In order to replace the bridge and make it to the standards of the federal specifications, FEMA wouldn’t have paid for all of that. A bridge ordinance protects us to receive full funding to build a bridge according to federal specifications.

LET BID FOR US 24 & CR 50 INTERSECTION PROJECT

Commissioner Heimlich said that they county does have possession of the land now so the bid can now be accepted. He said that the low bid was received from Central Paving, Inc., from Logansport for $186,882.40.

Don Ward, County Engineer, said that the engineer for project, American Structurepoint, said that they would like to wait until after Labor Day to start the project. He felt that this will be okay because the utilities still have to be moved out of the way and there will be less traffic from Indiana Beach. He said that they should be done by the first of November.

  • Commissioner Burton made a motion to award the bid to Central Paving, Inc., from Logansport for the US 24 & CR 50 E. Intersection project for $186,882.40, seconded by Commissioner Schmierer. Vote: Unanimous

Mr. Ward said that there will have to be some construction inspection done and if it is okay with the Commissioners he will write up a contract.

HIGHWAY DEPT.

White County Highway Superintendent Steve Brooke asked the Commissioners for permission to hire an employee which will replace the one that he just lost from Buffalo.

The Commissioners granted him permission to hire a new employee to replace the one that has left. They said that they will have their Secretary send out a notice to the County Council just to make sure that it is okay.

REGION IV WORKFORCE DEVELOPMENT

Commissioner Heimlich presented two agreements needing approval. The first was a Local Elected Officials Agreement White County and the second was a Regional Elected Officials Agreement. They are both from Region IV Workforce Development.

  • Commissioner Schmierer made a motion to approve the agreements submitted from Region IV Workforce Development ~ Local Elected Officials Agreement White County and the second was a Regional Elected Officials Agreement, seconded by Commissioner Burton. Vote: Unanimous

There being no further business to come before the board, their meeting was adjourned.
