BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, November 3, 2008, at 8:00 a.m. at the White County Building, 2nd floor in the Commissioners’ Conference room.

Commissioners present were President John C. Heimlich, Vice President Steve Burton, and Commissioner Ronald Schmierer. Also present was the White County Attorney George Loy, White County Auditor Jill Gingrich and the Commissioners’ Secretary Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

  • Commissioner Schmierer made a motion to approve the minutes as presented for the regular meeting on October 20, 2008, seconded by Commissioner Burton. Vote: Unanimous

PAYROLL

  • Commissioner Burton made a motion to approve the payroll as presented for November 3, 2008, seconded by Commissioner Schmierer. Vote: Unanimous

CLAIMS

  • Commissioner Schmierer made a motion to approve and pay the claims as advertised for November 3, 2008, seconded by Commissioner Burton. Vote: Unanimous

ASSESSOR – 2009 CONTRACT

White County Assessor Karen Hatter presented a contract from Indiana Assessment Service for 2009.

The contract provides real property assessment consulting service for one year for a cost of $7,000, 40 hours. Assessor Hatter said this contract has been renewed ever since she has been in office. County Attorney George Loy has looked over the contract. This rate is the same as last year and she does have the money in her budget for 2009.

  • Commissioner Schmierer made a motion to approve the one-year contract between the Commissioners and Indiana Assessment Service for real property assessment consulting services for $7,000, seconded by Commissioner Burton. Vote: Unanimous

MONTICELLO VETERANS HONOR GUARD

Larry Sanson, White County Veteran, appeared before the Commissioners complaining about the lack of participation from county representatives at veteran’s events in the community. He argued that there is $49,000 of taxpayer’s dollars that are allocated to the Veteran’s budget but he doesn’t know where it’s going.

Mr. Sanson said that the county needs a full-time Service Veteran Officer instead of part-time. He said that there are 300 veterans going to Indianapolis for medical treatments, 15 of them need transportation. He discussed that there is a grant from the Disabled American Veterans Department of Indiana, which has to be initiated from the county, for a van that will transport the 15 veterans.

WOLCOTT COMMUNITY PUBLIC LIBRARY –APPOINTMENT

  • Commissioner Burton made a motion to appoint Kelli Pritts to the Wolcott Community Public Library for a four year term beginning November 1, 2008, and expiring November 1, 2012, seconded by Commissioner Schmierer. Vote: Unanimous

This appointment replaces Janelle Yelton.

MEDICAL INSURANCE COVERAGE FOR 2009

Commissioner Heimlich presented the following rates for the medical insurance coverage for 2009 with United Healthcare. The county continues to pay 90% of the premium for employee coverage and 80% of the premium for the family coverage.

Employee’s Cost:

Employee: $ 40.49/month $ 18.69/per pay

Family: $218.64/month $100.91/per pay

County’s Cost:

Employee: $364.43 monthly

Family: $874.56 monthly

Commissioner Heimlich said that this is a 20% increase from last year.

  • Commissioner Schmierer made a motion to approve the medical insurance coverage rates for 2009 as presented, seconded by Commissioner Burton. Vote: Unanimous

There being no further business to come before the board, their meeting was adjourned.
