BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, December 1, 2008, at 8:00 a.m. at the White County Building, 2nd floor in the Commissioners’ Conference room.

Commissioners present were President John C. Heimlich, Vice President Steve Burton, and Commissioner Ronald Schmierer. Also present was the White County Auditor Jill Guingrich, White County Attorney George Loy, and the Commissioners’ Secretary Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

  • Commissioner Burton made a motion to approve the minutes from the regular meeting as presented for November 17, 2008, seconded by Commissioner Schmierer. Vote: Unanimous

PAYROLL

  • Commissioner Schmierer made a motion to approve the payroll as presented for December 1, 2008, seconded by Commissioner Burton. Vote: Unanimous

CLAIMS

  • Commissioner Burton made a motion to approve the claims as advertise and allow payment, seconded by Commissioner Schmierer. Vote: Unanimous

AERIAL PHOTOS

Eric Storm, County IT, appeared before the Commissioners saying that he thinks it is important for the county to update the aerial photos on the County GIS web site every 4 - 5 years. The last photos, which were done and paid for by the State, were done in 2005.

Eric said that he is still waiting for three other companies to provide him quotes but he would like to have this done in 2009. He said that the cost will be around $60k and the money will be paid out of the Assessor’s Reassessment fund.

Eric asked the Commissioners for their approval to move forward with this and then he will come back at another meeting to present the quotes when they are all received.

Commissioner Heimlich said that they would put Mr. Storm on the agenda when he is ready.

GARDEN LEASE

  • Commissioner Schmierer made a motion to approve the 2.156 acres Garden Lease between the County and Jim Krintz for 2009, seconded by Commissioner Burton. Vote: Unanimous

EMA DIRECTOR

Tommy Bartlett, President of the Emergency Management Advisory Board, appeared before the Commissioners stating that the board held a meeting on November 19, 2008, to review all resumes/applications that were submitted for the EMA Director’s position.

At this time, Mr. Bartlett said that the EMA Board would like to make the recommendation to the Commissioners to hire Rose Brady, current Deputy Director, as the new Emergency management Director for White County, effective December 1, 2008.

  • Commissioner Schmierer made a motion to ratify the recommendation of the Emergency Management Advisory board to appoint Rose Brady as the Emergency Management Director for White County effective December 1, 2008, seconded by Commissioner Burton. Vote: Unanimous

Mr. Bartlett said that they will go through the applications/resumes and chose a Deputy Director after the first of the year.

LAKEVIEW HOME

  • Commissioner Schmierer made a motion to approve the admission applications submitted from Debra L. Nokes, Monticello, arch program, and Sophie E. Tilton, Rensselaer, private pay, to stay at Lakeview Home, seconded by Commissioner Burton. Vote: Unanimous

E-911

Terri Conwell, Director of E-911 Dept., appeared before the Commissioners saying that she has received a quote from RAComm on the additions needed on their 800 radio system. The quote came in at $46,675.00 and she does have this money in her budget this year.

The purchase will provide console enhancements for three consoles, IPSC State Wide 800 mhz dispatch, 8 control stations, 8 BIM’s, Antenna/Lines at existing tower, mounting hardware, program control stations, add control stations to dispatch positions, cable work from equipment.

Terri is currently working with EMA Director Rose Brady to see if a grant could pay for this. She will report to the Commissioners some time in January.

White County Attorney George Loy announced that the Commissioners requested bids for the 2009 White County Highway Department Supplies. He said that expiration time for submission of the bids was 9:00 a.m. Attorney Loy opened the following bids:

Commissioner Heimlich asked if there were any bidders whose bids were not opened. No response.

  • Commissioner Burton made a motion to take the bids under advisement and award them on December 29, 2008, seconded by Commissioner Schmierer. Vote: Unanimous

There being no further business to come before the Commissioners, their meeting was adjourned.
