BE IT REMEMBERED, that the White County Commissioners held a regular meeting on August 6, 2007, at 8:00 a.m. in the White County Courthouse, 2nd floor, Commissioners Conference Room.

Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Member Ron Schmierer. Also present was the White County Auditor Jill Guingrich, White County Attorney George Loy and the Commissioners’ Assistant Donya Tirpak.

Commissioner Heimlich called the Commissioners’ meeting to order.

MINUTES

  • Commissioner Schmierer made a motion to approve the minutes as presented for the July 16, 2007, meeting, seconded by Commissioner Burton. Vote: Unanimous

PAYROLL

  • Commissioner Burton made a motion to approve the payroll as presented for July 30, 2007, seconded by Commissioner Schmierer. Vote: Unanimous

CLAIMS

  • Commissioner Burton made a motion to approve and pay the claims as advertised, seconded by Commissioner Schmierer. Vote: Unanimous

WHITE COUNTY HEALTH DEPARTMENT – BIRTH & DEATH CERTIFICATE FEES

Gwynn Rusinek, Office Manager, appeared before the Commissioners explaining a fee change with the Indiana State Corners Training Board. Under the previous law the Indiana State Coroner’s Training Board received $1.00 from every death certificate obtained from our county for the continuing education fund. The new law raises that fee collected by the training board to $1.75 per death certificate effective immediately.

A letter from the ISCT stated that they will continue to raise the fees by twenty-five cents ($.25) every five years thereafter to a maximum of $3.00. The next scheduled increase will be in the year 2012.

Other surrounding counties are already currently charging $7-$10.

Gwynn said that the White County Health Board held their meeting on July 16th and they did approve the raising cost of the birth and death certificate from $5.00 to 7.00. All of the funds, except for the ISCT fee are deposited into the general fund. Gwynn said that she looked for an ordinance for these fee charges but she could not find one.

White County Attorney George Loy said that the Commissioners could approve the increase fees effective today and he will draft up an ordinance.

  • Commissioner Schmierer made a motion to raise the fees for the death and birth certificates from $5.00 to $7.00 effective today, seconded by Commissioner Burton. Vote: Unanimous

WHITE COUNTY ORDINANCE NO. 08-06-07-01

ORDINANCE ESTABLISHING FEES FOR WHITE COUNTY

BIRTH AND DEATH CERTIFICATES

WHERERAS, the White County Health Department currently charges Five Dollars ($5.00) for certified birth and death certificates which fee has remained unchanged for a number of years; and

WHEREAS, the costs of issuance of such certificates to the White County Health Department have increased, including coroner’s fees: and

WHEREAS, the White County Commissioners consider it necessary and appropriate to increase the fees which the White County Health Department may charge for such certificates in order to recover such increased costs of issuance.

NOW THEREFORE, BE IT HEREBY ORDAINED by the White County Board of Commissioners that the White County Health Department shall be authorized to charge Seven Dollars ($7.00) for certified birth certificates and death certificates, effective August 6, 2007.

PASSED AND ORDAINED on this 6th day of August, 2007.

LEASED VEHICLE

County Commissioner John Heimlich said that the leased vehicle from Tony Lantz has been turned back in to Gutwein Motors, in Monon, since the lease has just expired. He said that Gutwein’s will turn the title over to us if we purchase the vehicle for $17,500. The Building Inspector is on the schedule to receive a new vehicle for next year and this will work for him.

The other Commissioners agreed to let the Building Inspector pick up the vehicle and turn the title over to the county.

WHITE COUNTY HIGHWAY DEPARTMENT

White County Highway Superintendent Steve Brooke said that he has been trying for several years now to receive some “LUST” (leaking underground storage tank) money and he has just been denied. He received a letter from IDEM saying that he can appeal their decision and the hearing is scheduled for August 22, 2007.

The letter that Mr. Brooke’s received with the denial said that he did not follow all of the proper procedures when he applied for the grant money in 1992. Steve Brooke said that he will sit with the White County Attorney to explain all of this information so he can take over it.

There being no further business to come before the board their meeting was adjourned.
