BE IT REMEMBERED, that the White County Commissioners held a regular meeting on September 4, 2007, at 8:00 a.m., in the White County Courthouse, 2nd floor, Commissioners’ Conference Room.

Commissioners’ present was: President John C. Heimlich, Vice President Steve Burton, and Member Ron Schmierer. Also present was the White County Auditor Jill Guingrich, White County Attorney George Loy and the Commissioners’ Assistant Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

  • Commissioner Burton made a motion to approve the minutes as presented for the regular meeting on August 20, 2007, seconded by Commissioner Heimlich. Vote: Unanimous

PAYROLL

  • Commissioner Schmierer made a motion to approve the payroll for September 10, 2007, as presented, seconded by Commissioner Burton. Vote: Unanimous

CLAIMS

  • Commissioner Burton made a motion to approve and pay the claims as advertised, seconded by Commissioner Schmierer. Vote: Unanimous

AMERICAN FINANCIAL CREDIT SERVICES, INC.,

White County Treasurer Cathy Gross said that 6 ½ years ago she obtained a service from Atlas Collections to collect the County’s Personal Property tax judgments that were delinquent. She said that Atlas Collections did a pretty good job for the first couple of years but after that she hasn’t seen a real success since then. Cathy has been looking for other collection agencies and found American Financial Credit Services, Inc.

Kris Williams, President & CEO of American Financial Credit Services, presented information to the Commissioners detailing that his company recovers delinquent personal property taxes for counties. They currently have thirty counties that they are working for.

This service is provided to the county at no cost. The cost is recovered from the taxpayers. American Financial Credit Services are allowed by statue to collect 25% of the taxpayer’s delinquent fee.

Commissioner Schmierer asked if the county had a current contract with Atlas Collections. Treasurer Cathy Gross said that there is currently a contract but it can be cancelled with a 30-day written notice.

The contract agreement was given to the White County Attorney George Loy for review. The Commissioners said that they will review the information presented today and reschedule this for the next Commissioners’ meeting.

SUPPLEMENTAL AGREEMENT NO. 1 FOR CR 50 EAST

Commissioner Heimlich discussed the Supplemental Agreement No. 1 from H. Stewart Kline that was presented at the last Commissioners’ meeting for the road improvements in Reynolds. At the last meeting the discussion was to have the Highway Superintendent and the County Attorney look the agreement over.

White County Attorney George Loy and the White County Highway Superintendent said that they have reviewed the agreements and that everything looks fine.

Commissioner Heimlich discussed the difference between the contracts were that the first contract was not to exceed $70,000 and the new agreement is for $78,000. The geo-technical and survey services in the first contract were $20,000 and the new agreement is for $30,000

  • Commissioner Schmierer made a motion to approve the Supplemental Agreement No. 1 for CR 50 East in Reynolds with H. Stewart Kline and Associates, seconded by Commissioner Burton. Vote: Unanimous

COPIER

Eric Storm, County I.T., appeared before the Commissioners presenting quotes for a new copier in the Commissioners’ office.

Eric presented a quote for a color copier and a quote for a black and white copier. He suggested that the Commissioners purchase a higher end color copier because of the price difference being so close. Having a color copier that will also sort, staple, hole punch and bind could be the print shop for the courthouse.

Eric explained how the Area Plan department wanted to make copies of the new proposed ordinance, with the changes being in color, for a meeting. The cost of having the copies made with color from a local printing business would’ve been $4,000.

Eric said that with all of the publications that are being made with the Economic Development office and the revised ordinance needing copied from the Area Plan department the machine would pay itself off very quickly.

The cost for the color copier is $10,298 and the cost of the black and white copier is $6,889.00.

Commissioner Heimlich said that they will take the quotes under advisement and discuss at the next meeting. The White County Attorney suggested that if the color copier is going to be purchased, three quotes must be received.

There being no further business to come before the Commissioners, their meeting was adjourned.
