BE IT REMEMBERED, that the White County Commissioners held a Regular Meeting on Monday, November 7, 2005, at 8:00 a.m. in the Commissioners Conference Room in the White County Courthouse.

Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Member O.D. “Bud” Ferguson. Also present was the White County Auditor Mary Jo Pool, White County Attorney George Loy and the Commissioners Assistant Donya Tirpak.

President Heimlich called the meeting to order.

MINUTES

  • Commissioner Ferguson made a motion to approve the minutes for the Regular Meeting on October 17, 2005, seconded by Commissioner Burton. Vote: Unanimous

PAYROLL

  • Commissioner Burton made a motion to approve the payroll for November 7, 2005, as presented, seconded by Commissioner Ferguson. Vote: Unanimous

CLAIMS

  • Commissioner Burton made a motion to approve the claims as advertised for November 7, 2005, seconded by Commissioner Ferguson. Vote: Unanimous

HIGHWAY DEPT.

Highway Superintendent Steve Brooke asked the Commissioners to set a date to accept bids for the Highway Supplies for 2006. The Commissioners set the date for December 19, 2005, at 9:00 a.m.

GARDEN LEASE

Commissioner Heimlich announced that Jim Krintz, 550 W. Norway Road, is interested in leasing the 2.156 acres again for 2006. The lease is $100.00 per acre.

  • Commissioner Ferguson made a motion to lease out the 2.156 acres to Mr. Jim Krintz at $100.00 per acre for 2006, seconded by Commissioner Burton. Vote: Unanimous

HEALTH DEPT.

Gwynn Rusinek, Office Admin. and Ed Gutwein, Bio-Terrorism Coordinator, from the Health Dept. appeared before the Commissioners questioning if the County should cover “rostered” volunteers under worker’s compensation.

The Commissioners will submit to Heiny Insurance the state statue for “Coverage for Rostered Volunteers” to see if the county is liable.

CR 900 WEST NORTH OF WOLCOTT

Brandy Schemerhorn, 2091 N. 900 W., appeared before the Commissioners discussing her request for a speed limit sign and also a stop sign on CR 900 West.

After a short discussion with the Highway Superintendent, Steve Brooke, the Commissioners said that they would put up speed limit signs; a “slow children” sign, and even contact the Sheriff’s Department and request if they can get someone out there periodically.

CAPITAL ASSETT POLICY

Michael Nielsen, Government Fixed Asset Services, submitted an asset policy for White County to be reviewed and adopted by the County Commissioners.

The policy list the capitalization threshold for the following classes of assets:

Machinery $ 5,000

Buildings and Building Improvements $100,000

General Infrastructure Improvements $200,000

Computer Software $ 50,000

Commissioner Heimlich said that this information would be recorded and submitted to the State Board of Accounts by the Commissioners’ Secretary. Each department head will record any other capital assets below the $5,000. Discussion was made on how low the dollar amount should be for items recorded.

Before the policy is adopted the Commissioners would like to discuss this at the next joint meeting with the Council.

SHERIFF’S DEPT. – WATER HEATER

White County Sheriff John Roberts submitted quotes for a new AO Smith LW750-920 water heater for the Sheriff’s Dept. Quotes were received from the following:

The Commissioners took the quotes under advisement to talk with the Sheriff to see if they prefer the work to be done during hours or after.

FULL – TIME EMPLOYEE (FLOATER)

White County Auditor Mary Jo Pool asked the Commissioners if she could hire one of her part-time employees as a full-time employee that will be a floater between the Auditor, Treasurer, Assessor, and the Commissioner’s office. Currently, she has an employee that has been trained in these offices but she is looking for a job that will provide her insurance. Mary Jo said that she does not want to lose this employee because she is a great asset to them. She is going to propose this request to the County Council at their next meeting for an additional appropriation to create the new position in the salary ordinance.

County Councilman Schmierer said that he feels the County Council will object to this request because they do not want spend an addition $10,000 to $12,000 on the county’s insurance. He explained that additional employee requests were made during the budget hearings for next year and all of them but one were denied because of the cost of insurance.

LAKEVIEW HOME – WATER LINE

Councilman Schmierer informed the Commissioners that the new water line at the Lakeview Home has to go from a 1” to a 2”, which will cost an additional $220.00.

There being no further business to come before the board, the Commissioners meeting was adjourned.
