BE IT REMEMBERED, that the White County Commissioners held a regular meeting on November 15, 2004, at the White County Courthouse, 2nd floor, Commissioners Chambers at 8:00 a.m.

Commissioners present were: President John C. Heimlich, Commissioner Ronald Schmierer, and Commissioner O.D. “Bud” Ferguson. Also present was White County Attorney George Loy, White County Auditor Mary Jo Pool, and Commissioners Secretary Donya Tirpak.

Commissioner John C. Heimlich called the meeting of the Board of Commissioners to order.

MINUTES

Commissioner Schmierer made a motion to approve the minutes of the November 1, 2004, regular meeting as presented, seconded by Commissioner Ferguson. Vote: Unanimous

 

PAYROLL

Commissioner Ferguson made a motion to approve the payroll as presented for November 15, 2004, seconded by Commissioner Schmierer. Vote: Unanimous

APPOINTMENT TO THE ARROWHEAD RC&D BOARD

For the past four years the Commissioners have not been able to find anyone to fill the appointment on the Arrowhead RC&D board. Connie Cascales has said that she would be interested to fill that position. This is a yearly appointment.

Commissioner Schmierer made a motion to appoint Connie Cascales to the Arrowhead RC&D board effective immediately and ending December 31, 2004, seconded by Commissioner Ferguson. Vote: Unanimous

APPOINTMENT TO THE MONON TOWNSHIP PUBLIC LIBRARY BOARD

Jo Minnick, Library Director for Monon Township Public Library sent a letter to the Commissioners indicating that Karilyn Brown’s appointment expires on November 22, 2004. There is a term limit of four terms, and Karilyn is not eligible for re-appointment. The board made the recommendation of William H. Eisner, who has expressed an interest in serving on the library board.

Commissioner Schmierer made a motion to appoint William H. Eisner, 605 N. Race Street, Monon, to the Monon Township Public Library for a four year term beginning November 22, 2004, and expiring November 22, 2008, seconded by Commissioner Ferguson. Vote: Unanimous

ANNEX BUILDING

Larry Lear, Cooling and Heating, appeared before the Commissions presenting a quote on putting in a new furnace and air conditioner at the Annex Building.

The Commissioners will take this under advisement and discuss at the next meeting on December 6, 2004.

TLRSD – DISCUSS LOAN WITH THE COUNTY

Councilman Art Anderson, also board member on the TLRSD, asked the Commissioners to forgive a loan that the TLRSD owes to the County. The loan was given by the White County Council, which Mr. Anderson now argues that they did not have the authority to take or approve the funds from CEDIT. Only the Commissioners approve funds coming out of CEDIT and that is why he is asking the Commissioners for approval to forgive the loan or give it to the TLRSD as a grant.

Commissioner Heimlich felt that the Commissioners shouldn’t forgive a loan that they didn’t even approve. Commissioner Schmierer said that he understood Mr. Anderson’s point but the Commissioners didn’t make the loan and he feels that they shouldn’t forgive it.

WHITE COUNTY HIGHWAY DEPT.

White County Highway Superintendent Steve Brooke submitted a letter from the Indiana Department of Transportation requesting the Commissioners approval that INDOT has the right of entry, placement, maintenance, and replacement of warning devices (Stop Ahead & Signal Ahead) on all county roads approaching state highways.

  • Commissioner Schmierer made a motion to approve an agreement with the State that the State have right of

entry, placement, maintenance, and replacement of warning devices on all county roads approaching state highways, seconded by Commissioner Ferguson. Vote: Unanimous

AREA PLAN

Diann Weaver, Director, appeared before the Commissioners presenting the following:

Rezoning Petition #863

Willie J. & Carole A. Cross is requesting to rezone 0.631 acres of their property from an I-1 (Light Industrial) to B-2 (General Business). The property is located West of Wolcott at 11381 W. US Highway 24. The Area Plan Commission made a motion to recommend this request to the Commissioners by a vote of 8 yes and 0 no.

Commissioner Heimlich asked if anyone was present to speak about this request. No response.

  • Commissioner Schmierer made a motion to approve the rezoning of Petition #863 (Ordinance No. 472-04)

from an I-1 to B-2 for Willie & Carole Cross for property located at 11381 W. US Highway 24, seconded by Commissioner Ferguson. Vote: Unanimous

ANNEX BUILDING – QUOTES ON CARPETING AND SIDEWALK

White County Attorney George Loy read off the following quotes that were submitted for concrete steps to be installed at the Annex Building.

  • Commissioner Schmierer made a motion to approve the quote from Lucy Construction, Monticello, in the

amount of $2,855.00 for concrete steps and railings at the Annex Building, seconded by Commissioner Ferguson. Vote: Unanimous

  • Commissioner Schmierer made a motion to approve the quote from Crown Distributing, Inc., Lafayette, for

installation of carpeting and tile at the Annex Building for $2,299.89, seconded by Commissioner Ferguson. Vote: Unanimous

Council President, James Mann, called the Council meeting to order in joint session with the Commissioners. The following members were present:

WHITE COUNTY MEMORIAL HOSPITAL

Paul Cardwell, CEO, presented the Financial Analysis Report for the month of October 2004. The hospital continues to have a positive net income gain, making this ten consecutive months for 2004.

The hospital borrowed one million dollars for their computer system and Mr. Cardwell reported that only one payment of $16,000 is due. Next month the system will be paid off and it is still working great.

Dave Bailey, Vice President CEO, will be leaving the hospital and he has accepted a new CEO position in Mexico.

Rita Mankus, a Nephrologist, has been hired to come to the hospital two times a month. She was formerly with Arnett Clinic.

WHITE COUNTY BUILDING INSPECTOR

Dave Anderson, Building Inspector, appeared reporting that there were seventy permits issued for the month.

WHITE COUNTY E-911

Terri Conwell submitted a maintenance agreement from Ra-Comm, Inc., for $5,964.00. Last year, the cost of the agreement was for $6,912.00, however, with the purchase of some equipment upgrades the cost has gone down.

  • Commissioner Schmierer made a motion to approve the maintenance agreement from Ra-Comm, Inc, which will begin March 1, 2005 and expire on February 28, 2006 for $5,964.00, seconded by Commissioner Ferguson. Vote: Unanimous

Terri also discussed that the two employees that she hired last month have already quit. She said that she has hired 20 people in the past four years and only four have remain.

Councilman Anderson expressed the opinion that the part time wage of $8.60 per hour is too low to enable Terri to get qualified people for this type of work.

LAKEVIEW HOME

Kae Fuller, Director, appeared to give her monthly report. Kae said that the home is having a lot of power outages, generator not working in pump house, and they have to carry water into the home from the lake. Commissioner Schmierer suggested that we find out a cost of having the home hooked up to the city water. Commissioner Schmierer will take care of getting three quotes.

WHITE COUNTY ENVIRONMENTAL OFFICER

Environmental Officer John Raines appeared presenting his monthly report of Complaints and Violations.

WHITE COUNTY INDUSTRIAL FOUNDATION

Industrial Foundation Director Valerie Hunter said she has two leads that she has been working with in October. She has shown the Landis Building four times.

HNTB – ZONING AND SUBDIVISION ORDINANCE

Commissioner Heimlich said that the HNTB Contract for the White County Zoning and Subdivision Ordinance has been looked over by the County Attorney George Loy. The base cost of the contract is $76,000.00 with an estimated $5,000.00 reimbursement. A series of meetings will be held throughout the county. HNTB will bill monthly as tasks are completed over a twelve to eighteen month period.

Commissioner Schmierer made a motion to approve the contract with HNTB for the White County Zoning and Subdivision Ordinance, seconded by Commissioner Ferguson. Vote: Unanimous

 

WHITE COUNTY CLERK – BRUCE LAMBERT

White County Clerk Bruce Lambert submitted a Resolution to the Commissioners to be signed. The Resolution will authorize Bruce Lambert, White County Clerk of Circuit Court, to apply, on behalf of White County, for voting system reimbursement funds under IC 3-11-6.5.

  • Commissioner Ferguson made a motion to approve a Resolution authorizing Bruce Lambert to apply on behalf of White County for voting system reimbursement funds under IC 3-11-6.5, seconded by Commissioner Schmierer. Vote: Unanimous

Bruce Lambert gave special thanks to the White County Highway staff for taking care of picking up and delivering all of the ballot boxes for the election.
