BE IT REMEMBERED, that a regular meeting of the White County Commissioners was held at the White County Building at 8:00 a.m. on October 6, 2003, on the second floor of the Commissioners Chambers.

Commissioners present were: President John C. Heimlich and Vice President Ronald Schmierer. Also present were Commissioners Secretary Donya Tirpak, White County Auditor Mary Jo Pool and White County Attorney George Loy.

Commissioner President John C. Heimlich called the Commissioners meeting to order.

MINUTES

Commissioner Schmierer made a motion to approve the minutes for the regular meeting on September 15, 2003, as presented, seconded by Commissioner Heimlich. Vote: Unanimous

PAYROLL

Commissioner Schmierer made a motion to approve payroll for October 6, 2003, as presented, seconded by Commissioner Heimlich. Vote: Unanimous

CLAIMS

Commissioner Schmierer made a motion to approve and pay the claims as advertised, seconded by Commissioner Ferguson. Vote: Unanimous

ANNEX BUILDING

Larry Lear, Project Manager of Quality Plumbing & Heating, appeared before the Commissioners presenting a written report listing the repairs that have been corrected at the Annex Building and the remaining items that are in need of repairs.

The cost for labor and material to correct all the problems and have the system operating properly is $5,390.00.

  • Commissioner Schmierer made a motion to have Quality Plumbing & Heating of

Monticello do the work on the heating system at the Annex building as outlined in the proposal in the amount $5,390.00, seconded by Commissioner Heimlich. Vote: Unanimous

WHITE COUNTY RECORDER

White County Recorder, Donna Salomon, said that the Indiana Code states that all recordings of minutes from the Area Plan and Zoning Appeals must pay all recording fees. Mrs. Salomon has put together an ordinance that will exempt the Area Plan and Zoning Appeals from paying fees for recording of the minutes. Anything else recorded by the public from the Area Plan office must be paid by the requester.

Commissioner Schmierer made a motion to adopt Ordinance # 03-10-06-01 exempting the Area Plan and Board of Zoning Appeals minutes from the Recording Fees, seconded by Commissioner Heimlich. Vote: Unanimous

ORDINANCE # 03-10-06-01

AREA PLAN MINUTES, AND BOARD OF ZONING APPEALS MINUTES ORDINANCE

WHEREAS, the Board of Commissioners of White County determined in accordance with their responsibility to provide for efficient operation of the government of White County, including the operation of the Recorder’s office, and in accordance with I.C. 36-1-3 (Home Rule Statute)

IT IS NOW ORDAINED BY THE BOARD OF COMMISSIONERS OF WHITE COUNTY THAT:

The MINUTES only of the Area Plan Commission meetings shall be recorded for the safe keeping of the reports of these meetings, by the White County Recorder’s office at no charge to the Area Plan Commission.

Also, the MINUTES only of the Board of Zoning Appeals shall also be recorded for safe keeping by the White County Recorder’s office at no charge to the Area Plan Commission.

The recording fee of all other ordinances and documents that must be approved by the Area Plan Commission, or the Board of Zoning Appeals, shall be paid to the White County Recorder at the time of recordation. The rates are regulated and set by Indiana Code.

The Area Plan Commission shall NOT be responsible for the cost of recording these documents, but shall be the responsibility of the requestor, and paid before the recording can be accomplished.

THIS ORDINANCE SHALL BE EFFECTIVE ON AND AFTER PASSAGE.

PASSED AND ADOPTED THIS 6TH DAY OF OCTOBER 2003.

APPOINTMENT TO WAGE CONSTRUCTION BOARD

Commissioner Schmierer made a motion to appoint Gary Hendryx of Brookston to the Common Construction Wage Committee for the Brookston Wastewater Treatment Plant expansion project, seconded by Commissioner Heimlich. Vote: Unanimous

WHITE COUNTY RECYCLING

Dawn Gerrard, Director, said that the Monticello Parks Superintendent Mitch Billue approached her and asked if White County Recycling would donate their cans to the City Can Collection project.

The Commissioners felt that this would not be a good idea because sooner or later the other towns in White County would want the recycling plant to donate to them as well.

PRE-PAID LEGAL SERVICES, INC.

Jerry & Carol Lilly, Independent Associates, appeared before the Commissioners giving a presentation on Pre-Paid Legal Plans for county employees.

EMPLOYMENT APPLICATION

The County Commissioners reviewed a standard employment application to be used by all county government offices.

Commissioner Schmierer made a motion to adopt the Employment Application as presented for use by all county government offices, seconded by Commissioner Heimlich. Vote: Unanimous

There being no further business to come before the board, meeting adjourned.
