BE IT REMEMBERED, that a regular meeting of the White County Commissioners was held at the White County Courthouse at 8:00 a.m. on December 29, 2003, on the second floor of the Commissioners’ Chambers.

Commissioners present were: President John C. Heimlich, Vice President Ronald Schmierer and Member O.D. “Bud” Ferguson. Also present were White County Auditor Mary Jo Pool and Commissioners Secretary Donya Tirpak. White County Attorney George Loy was absent.

MINUTES

Commissioner Heimlich said that he would like to approve the minutes at the next Commissioners’ meeting because the wording for the Model Food Ordinance has not been put in. The Commissioners’ Secretary is waiting on an original copy of the ordinance from the White County Attorney George Loy.

PAYROLL

Commissioner Ferguson made a motion to approve payroll for December 29, 2003, as presented, seconded by Commissioner Schmierer. Vote: Unanimous

CLAIMS

Commissioner Schmierer made a motion to approve and pay the claims as advertised, seconded by Commissioner Ferguson. Vote: Unanimous

WHITE COUNTY AIRPORT APPOINTMENT

Commissioner Heimlich said that at this time the Commissioners have decided not to make any appointments to the White County Airport Board because they do have legal questions to go over with the County Attorney and they are not prepared at this time to make any appointments.

B.J. Mursener, Airport Board member, addressed two sections in the State Statue for the Airport Board that the Commissioners must take into account when they are making their appointments.

  1. No more than two (2) members of the board may be of the same political party

  2. Members may not be actively engaged or employed in commercial aeronautics

Mr. Mursener said that he knows that these two sections does relate to interested persons wanting to be appointed on the Airport Board.

Mr. Leader, County resident and candidate for the Airport Board, explained that he does not consider himself to be engaged or employed in commercial aeronautics. He is in partnership with two commercial aeronautics companies where he does pay for the fuel and maintenance of the aircrafts; in return, he is entitled to have access to the aircrafts.

Mr. Leader did say that if the Commissioners do appoint him that he would not violate the statue.

Jim Allen, County Resident and Owner of Miller Mechanical, also appeared before the Commissioners saying that he is also interested to be appointed to the Airport Board.

Dr. Tribbett, County Resident and Doctor, also appeared before the Commissioners saying that he voted Republican in the Primary and he is very interested to serve on the Airport Board.

Commissioner Schmierer made a motion to approve the appointments for 2004 as presented, seconded by Commissioner Ferguson. Vote: Unanimous
