BE IT REMEMBERED, that the White County Commissioners held a regular meeting on October 4, 2010, at the White County Building, Commissioners Conference room, 2nd floor beginning at 8:00 a.m.

Commissioners’ present was President John C. Heimlich, Vice President Steve Burton, and Commissioner Ron Schmierer.  Also present was the White County Attorney George Loy, White County Auditor Jill Guingrich, and the Commissioners’ Secretary Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES
• Commissioner Schmierer made a motion to approve the minutes for the regular meeting on September 20, 2010, as presented, seconded by Commissioner Burton.  Vote:  Unanimous

PAYROLL
• Commissioner Burton made a motion to approve the payroll as presented, seconded by Commissioner Schmierer.  Vote:  Unanimous

CLAIMS
• Commissioner Burton made a motion to allow and pay the claims as presented for October 4, 2010, seconded by Commissioner Schmierer.  Vote:  Unanimous

NACO RENEWAL
White County Recorder, Paula Lantz, requested the Commissioners to pay the $523.00 renewal fee for the county’s NACO membership for 2011.  Mrs. Lantz explained that there are many benefits to being a NACO member but the biggest benefit for White County is the prescription discount card for the taxpayers. 

Savings to 351 tax payers that used the cards this year are as follows:
  June 2010 $17,614.07
 July 2010 $15,648.39
 Aug. 2010 $16,469.89

White County has participated in this program since May 2008, and since then the amount of money that tax payers have saved on their prescriptions is $304,006.00.

• Commissioner Schmierer made a motion to renew the NACO membership for 2011 and pay the $523.00 fee, seconded by Commissioner Burton.  Vote:  Unanimous

RECYCLE – PURCHASE NEW RECYCLE TRAILER
White County Recycling Director, Dawn Gerard, presented information for a new recycling trailer for the Monticello area.  The cost is $14,171.42, and they do require $8,000 deposit.  The trailer will be completed in 5 to 6 weeks.  The money will come from the Northwest Indiana Solid Waste District Grant, which currently has $20,000.

• Commissioner Burton made a motion to purchase a new recycling trailer for the Monticello area for $14,171.42 paid out of the NWISWD grant account, seconded by Commissioner Schmierer.  Vote:  Unanimous

MAXIMUS CONTRACT
White County Auditor Jill Guingrich presented a contract from Maximus for 2011.  The contract calls for Maximus to come in and develop a central services cost allocation plan for the county. 

The cost allocation plan identifies the various costs incurred by the county to support and administer Federal and State programs.  The plan will contain a determination of the allowable costs of providing each supporting service, such as purchasing, legal counsel, disbursement processing.

This service has been provided to the county by Maximus since 1997.  The cost for the contract services is $3,500 for a one-year agreement or $3,300 per year for a three-year agreement.

• Commissioner Schmierer made a motion to enter a three-year agreement with Maximus Consulting Services, seconded by Commissioner Burton.  Vote:  Unanimous

• Commissioner Schmierer made a motion to approve the 2011 Schedules for the Holidays, Commissioner/Council Meetings, Payroll, and Claims as presented, seconded by Commissioner Burton.  Vote:  Unanimous

6TH STREET CONTRACT FROM INDOT
Commissioner Heimlich presented a contract between the County and INDOT for Phase V of the 6th Street Construction Project.

Commissioner Heimlich explained that there is currently some confusion right now with INDOT on how much match money the county has paid.  At this time, they are only granting us a contract that offers 80% of federal funds ($420,000) to pay for the project.  The original request of $525k is still being discussed.  He said that it was

recommended to approve this contract for $420k to start getting the county reimbursed quicker for the right-of-way on Phase V. 

• Commissioner Schmierer made a motion to enter into an agreement between INDOT and the County for Phase V of the 6th Street Construction project, seconded by Commissioner Burton.  Vote:  Unanimous

 

There being no further business to come before the Commissioners, their meeting was adjourned.
