BE IT REMEMBERED, that the White County Commissioners held a special meeting on January 24, 2011, at the White County Building, Commissioners’ Conference room, 2nd floor, beginning at 8:00 a.m.
Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Commissioner Ron Schmierer. Also present was the White County Auditor Jill Guingrich, and the Commissioners Secretary Donya Tirpak.
Commissioner Heimlich called the meeting to order.
2011 HEALTHCARE CONTRACT FOR IN MATES MEDICAL COVERAGE
White County Sheriff, Pat Shafer, presented a new contract agreement from Health Professionals, LTD, for the 2011 Medical Healthcare coverage for the inmates.
Sheriff Shafer introduced Tina Grist, Area Coordinator with Health Professionals, to answer any questions about the health care contract. She stated that White County has been with them since 2003. The contract reflects a decrease of $20,000 and an increase of 10 hours per week of on-site nursing coverage. The inmate per diem cost will also decrease from $2.01 per day to $0.57
Commissioner Schmierer made a motion to renew the healthcare contract from Health Professionals, LTD, for 2011, seconded by Commissioner Burton. Vote: Unanimous
6th STREET CHANGE ORDERS
Commissioner Heimlich presented six change orders from American Structurepoint for work completed on the 6th Street project. The change orders are as follows:
Force main Relocation $27,462.86
12" Pipe Insulation at Box Culvert $ 5,287.07
#8 Stone Placed in Undercut $ 24.19
Sanitary Sewer Conflict Manhole $ 6,338.97
12" Line Stop $11,298.04
Pavement Removal $ 1,679.00
Total $52,090.13
White County Highway Superintendent, Steve Brooke, said that he did meet with the construction engineer and he was satisfied with the charges.
Commissioner Schmierer made a motion to approve the change orders as presented for the 6th Street project, seconded by Commissioner Burton. Vote: Unanimous
CONTRACT FOR THE ECONOMIC DEVELOPMENT STRATEGY
Connie Neininger, Economic Development Director, presented the Professional Services Agreement from Urban Initiatives, LLC, which was discussed at the last commissioners’ meeting. She said that she did talk with K-IRPC about the hourly fee that Attorney Loy had requested. K-IRPC said that normally with the Economic Development Strategy agreements they are done on a flat fee, not hourly. Urban Initiatives did give Connie a breakdown of all of the cost involved.
Commissioner Burton made a motion to approve the Professional Services Agreement with Urban Initiatives, LLC, for the Economic Development Strategy, seconded by Commissioner Schmierer. Vote: Unanimous
CONTRACT FOR THE WOLCOTT CORRIDOR
Connie Neininger presented the contract from American Structurepoint for the Wolcott Corridor along with the following fee breakdown.
Administration $ 44,200
Engineering $132,700
Land Acquisition $ 22,450
Construction Inspection $299,500
Commissioner Heimlich said that he would like to have more time to look over the contract, look over the original contracts, and also have the county attorney look it over.
At this time, the Commissioners decided to table this discussion to find out more information. This will be discussed at the next meeting.
Connie also presented a letter stating that White County will be designated as the Lead Agent for EDA Project #06-79-05602. The lead agent is designated to act with full legal authority to bind the Town of Wolcott and White County, and to act as the official representative of the project.
Commissioner Burton made a motion that White County will be the Lead Agent for the EDA grant for the Wolcott Corridor project, seconded by Commissioner Schmierer. Vote: Unanimous
HIGHWAY BIDS
Commissioner Burton made a motion to approve all of the bids that were re-submitted for Item #1 and Item #2 for the White County Highway Supplies for 2011.

Commissioner Burton made a motion to approve the bids that were submitted for Item #1 and Item #2 for the White County Highway Supplies for 2011, seconded by Commissioner Schmierer. Vote: Unanimous
There being no further business to come before the board, their meeting was adjourned.
