BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on September 19, 2011 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Dennis Carter called the Council meeting to order in joint session with the Commissioners.  The following members were present:

Councilor Kramer said he had made an error on the last sentence of the first page of the minutes.  He said the word “both” should be removed.  Councilor Clear made a motion to accept the August 15, 2011 minutes as corrected.  Councilor Annis seconded the motion.                                                  Vote:  Unanimous

BE IT ORDAINED BY THE County Council of White County, Indiana that for the expenses of said Municipal Corporation the following additional sums of money are hereby appropriated and set apart out of the fund.  Herein specified and subject to the laws governing the same.
Warehouse Workers                    $  22,000.00        $  22,000.00

White County Recycling Director Dawn Girard said since the full-time position was eliminated along with the salary of over $30,000, she needs funds to cover the two part-time positions created in place of the full time position.  Councilor Clear remembered that being approved in the past, but said the Council wanted to wait until the money was needed before putting it in to the fund.
Councilor Kramer made a motion to appropriate the above request from the Solid Waste Operating Fund.  Councilor Clear seconded the motion.            Vote:  Unanimous

Director Girard said she will probably be using the $20,000 left in a grant to use toward either repairing or replacing their baler which has been having problems. 
Councilor Clear asked about the recycling building rent being raised by $100 (to $200 a month) and not having restroom facilities.  She said it is a problem.  Councilor Cain said he will speak to the owner.  Director Girard suggested the County consider purchasing a building of its own that would be large enough to house more balers.  More balers would allow taking in more material, which means less operating cost.  She was proud to announce the recycling operating costs this year (around $100,000) are the least they’ve been in the 13 years she has been here. 
Council President Carter asked if the new trailers are paying off.  She said they are helping out a lot with the overflow.             

There were no objections to the White County 2011 Budget and it will, therefore, be read again at the regular Council meeting on October 17, 2011.  Councilor Kramer inquired about doing budget hearings later next year and/or doing the tax sale at a different date in order to allow time to have accurate figures to make more informed decisions about the County budget.  He said other Counties, like Tippecanoe, know what their revenues are before doing their budgets. Councilor Hendryx mentioned there shouldn’t be nearly as many properties up for tax sale next year.  There was a large number this year because a sale hadn’t been held for five years.  Auditor Guingrich said the tax sale is one job she will have Deputy Bill Heiny train someone else to oversee and do.
Councilor Clear made a motion to approve the first reading of the White County 2012 Budget.  Councilor Kramer seconded the motion.                Vote:  Unanimous

Councilor Clear said Highway Department Head Steve Brooke wanted the Council to know he will be replacing two of three employees that have, or are leaving.

The Council reviewed the last of the non-binding budgets for the town of Chalmers, the City of Monticello, and townships of Lincoln, Liberty, Round Grove, and Union.  Auditor Guingrich said she had a meeting with Lieutenant Governor Becky Skillman at which Auditor Guingrich informed her reviewing non-binding budgets was a waste of time for the Council.
Councilor Crabb made a motion to accept the non-binding budget recommendations.  Councilor Hendryx seconded the motion.                    Vote:  Unanimous

There being no further business to bring before the Council, Councilor Kramer made a motion to adjourn.  Councilor Clear seconded the motion.            Vote:  Unanimous
