BE IT REMEMBERED, that the White County Board of Commissioners held a regular meeting on November 7, 2011, at the White County Building, Commissioners’ conference room, 2nd floor, beginning at 8:00 a.m.

In attendance were Commissioner John C. Heimlich, Commissioner Steve Burton, and Commissioner David Diener.  Also in attendance was the White County Auditor Jill Guingrich, White County Attorney George Loy, and the Commissioners’ Secretary, Donya Tirpak.

MINUTES
Leah Hull, First Deputy/HR, said that since Amy Carpenter did not have the true rates for the 2011 employee contributions at the last meeting, she wanted to present the correct numbers and calculations and also clarify a couple concerns.

Commissioner Heimlich said that their intent with the employees taking the wellness examine was that their employee contribution rates would stay the same as last year.  If the employees did not take the wellness examine, then they will pay the 10% increase.

Commissioner Heimlich agreed that the minutes do need to be amended.  The correct rates for the 2012 employee contribution needs to be included and then the paragraph on the motion should read “those participating in the wellness program, their premiums will stay the same and the employees that do not do the wellness examine will pay $10 more.

·    Commissioner Burton made a motion to approve the minutes with the changes in the medical insurance as presented, seconded by Commissioner Heimlich.  Vote:  Unanimous

PAYROLL
·    Commissioner Burton made a motion to approve the payroll as presented, seconded by Commissioner Diener.  Vote:  Unanimous

CLAIMS
·    Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton.  Vote:  Unanimous

HIGHWAY DEPARTMENT
White County Highway Superintendent Steve Brooke said that will now need to start paying $200 in rent for the lot that he uses to store stone.  The owner that let him use it for free has passed away and now his heirs want to start charging rent. White County Attorney George Loy will write-up a lease.




2012 HOLIDAY SCHEDULE
The White County Highway Department and Recycling Department submitted their 2012 Holiday schedule for approval.

·    Commissioner Diener made a motion to approve the 2012 Holiday Schedule for the Highway Department and Recycling Department as presented, seconded by Commissioner Burton.  Vote:  Unanimous

IVY Tech
A representative of Ivy Tech appeared before the commissioners saying that they are going to need more parking and asked what options are available.  The commissioners will look in to it further.

ELEVATORS
Commissioner Burton discussed the new elevator maintenance contract that was submitted in September from Amco Elevators.  The new monthly maintenance contract is for $730.00 per month for a five year term.  To terminate, the county must give written notice 90 days prior to the end of the current term.

At this time, the commissioners decided to discuss this at a later date.

COMMISSIONERS SALE
Bill Heiny, presented another updated list of properties that will be put up on the Commissioners Certificate Sale.  Mr. Heiny discussed a couple properties that he felt the commissioners should not put up for sale at this time.  Commissioner Heimlich discussed a conversation that he had with the Town of Reynolds about one of the properties.  He said to leave the property on the list and he will talk with the town representatives again for more information.

Attorney Loy discussed the Town of Burnettsville being interested in two properties.  In this process, Mr. Heiny said that the county would transfer the certificate to the Town of Burnettsville then they follow up with all of the legal requirements.

Commissioner Diener said that he felt that if there is a political subdivision that is interested in any of the properties on the list, the county should turn them over and let them take care of the property.  The other commissioners agreed.

Mr. Heiny also discussed a minimum sale amount that he would like for the commissioners to set.  He recommended it be 10% of the tax sale or minimum $100.00 and a $25.00 fee for advertising. 

·    Commissioner Burton made a motion to move ahead with the Commissioners Sale with the list presented with the exception of two parcels that were removed, three parcels that were assigned to political subdivisions, and setting the minimum bid at ten percent of the original certificate or $100 minimum and a $25.00 advertising fee making the minimum bid $125.00, seconded by Commissioner Diener.  Vote:  Unanimous

White County Attorney George Loy said that he would write up the ordinance.

6th STREET CHANGE ORDER
White County Highway Superintendent Steve Brooke presented a change order for the 6th Street project.  The change order was for $1,971.06.  The purpose of the change was because the curb had to be removed at Alliance bank to construct ADA approved ramps.

·    Commissioner Burton made a motion to approve Change Order #22 for $1,971.06 for the 6th Street construction project as presented, seconded by Commissioner Diener.  Vote:  Unanimous




There being no further business to come before the board, the commissioners adjourned their meeting.
