The White County Drainage Board convened at 10:30 A. M. in the Commissioners’ Room of the White County Building, Monticello, Indiana.  Board members present were:  Chairman Steve Burton, Drainage Board Member John Heimlich and Drainage Board Member David Diener. Also present were Attorney George W. Loy, Surveyor Bradley Ward and Drainage Assistant Mary Sterrett.

The December 5, 2011 White County Drainage Board was called to order by Chairman Steve Burton.

The first item on the agenda was to approve the minutes from the November 21st, 2011 White County Drainage Board Meeting.  Board Member David Diener so moved.  Chairman Burton seconded the motion.  Motion carried.

Next discussed-Todd Redlin-The Walter Chapman Drain #696 and The E. C. Blanchard Drain #663
Todd Redlin was not in attendance

Surveyor Ward gave the Drainage Board a status report regarding Mr. Redlins concerns on these two (2) drains.
1.    Both drains located in Monon Township. 
2.    E. C. Blanchard Drain #663 a petition for maintenance has been sent to Randy Bulington.
3.    The Surveyor has started field work on the Walter Chapman Drain #696.  This drain was not petitioned.
4.    The Walter Chapman Drain #696 is a shared drain with Jasper County.  Jasper County sends its collected funds to White County.
5.    The Walter Chapman Drain starts in Jasper County and outlets in White County.
6.    Mr. Redlin would like that part of the Walter Chapman Open Ditch in Jasper County to have maintenance work performed. 
7.    White County’s part of the Walter Chapman Open Ditch has already had maintenance work.
8.    Culvert under County Road at the County Line is approximately one and half (1½) foot above grade.
9.    Mr.  Redlin has talked to Jasper County about having the culvert lowered.
10.    White County would do the ditch work and Jasper County Highway would do the culvert work.
11.    Joint Board or Jasper County waiving their right for this project.  This has not been decided as of this meeting.

Next from the agenda-Approve Petition for Vacation of  H. A. B. Moorhous Tile Branch #1 Drain #564

A Petition for Vacation of the H. A. B. Moorhous Tile Branch #1 Drain #564 was signed by Wayne Hunt and Marvin Gwin.  The petition was presented to the White County Drainage Board for approval.  

The Board discussed the following regarding the vacation of the tile.
1.    The landowner across the road which is Marvin Gwin if he is aware of what he will be giving up on his two (2) acres of land that are benefited.
2.    Surveyor Ward asked about a Hearing to vacate the tile since it involves only the two landowners.
3.    The private tile that was put in by Wayne Hunt. Questions of future landowners being allowed to tie into it since it is private tile not public.
4.    Surveyor Ward is to have a conversation with Marvin Gwin to be sure he is fully aware of what he has signed.
5.    Attorney Loy to give further direction if a Hearing needs to be held after Surveyor Ward has talked to Mr.  Gwin.
6.    Petition approved.

Next discussion from the agenda-Hoosier Development, Inc. aka Marian Request for Waiver from Drainage Ordinance

Surveyor  Ward presented to the Drainage Board the request for a waiver for the Hoosier Development, Inc. pole barn project.

1.    Fred Ennis President of the Monticello Division-Marian-sent a  letter to Surveyor Ward to request a waiver for a drainage review of the above pole barn project.
2.    Plans were sent to Todd Frauhiger, P.E., AECOM.  He did not express any concerns to the Surveyor with the plan that he was sent.
3.    A swale is located on Marian property. The ditch is now located completely on White County Air Port property (County owned).
4.    Surveyor Ward said that if any further development is done to this property the owner will need to have a complete drainage review (See letter to Area Plan dated 12-5-2011).

The motion was made by Drainage Board Member David Diener to grant a waiver of the White County Drainage Ordinance to Hoosier Development, Inc. aka Marian for this addition project.  Motion seconded by Board Member John Heimlich.  Motion carried.

Next from the agenda-Open Quotes on the Joseph Kellenburger Drain #553 Maintenance Project

Three (3) invitations were sent: County Line Tiling/Excavating, DeVault Farms and Howe Excavating.  No quotes were received.  Randy DeVault did call to say he was not sending a quote because of pending Gall Bladder Surgery. Project was not awarded.

Next from the agenda-Open Quotes on the Big Creek Drain #508 Maintenance Project

Five (5) invitations were sent: Dale Kelly, DeVault Farms, Charles Geier Excavating, Dennis Sparks & Son and Gutwein Bulldozing & Excavating.  No quotes were received.  Again Randy DeVault did not quote because of his pending surgery.  Project was not awarded.

Next from the agenda-Open Quotes on the George Huffman Branch of the
J. M. Timmons Drain #679 Maintenance Project

Four (4) invitations were sent: Blackman Excavating, Gutwein Bulldozing & Excavating, Howe Excavating and JVS (Jim Simons). Three (3) quotes were received:

Attorney Loy opened and read the quotes:

JVS:  $6,600.00
Blackman Excavating:  $5,500.00
Gutwein Bulldozing & Excavating:  $4,945.00

Board Member Heimlich made a motion to award the maintenance project on the George Huffman Branch of the J. M. Timmons Drain #679 to Gutwein Bulldozing & Excavating, the low bidder.  Board Member Diener seconded the motion.  Motion carried.

The White County Drainage Board discussed the two projects that were not awarded. The discussions included location of projects, size of projects, contractor’s availability, cost of the projects, time element, etc. These projects will need to be re-quoted in the near future.

Surveyor Ward reported to the Drainage Board that the project on the Henry Stewart Tile south of Brookston has been completed.  Surveyor Ward said that now the outlet was also going to need replaced.  He also reported that T&M Cain had done the project and he felt he had done a very good job.

With nothing further for the White County Drainage Board Chairman Burton adjourned the December 5, 2011 White County Drainage Board Meeting.
