BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on December 19, 2011 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Dennis Carter called the Council meeting to order in joint session with the Commissioners. The following members were present:

Councilor Clear made a motion to approve the above transfers. Councilor Crabb seconded the motion. Vote: Unanimous

 

WHITE COUNTY AIRPORT

White County Board of Aviation Commissioners President Phil Gutwein said he has acquired six bids for the construction of new hangars as requested by the Council. The Airport’s engineering company, RW Armstrong, has checked through the bids to see that they meet all the specifications and requirements. Mr. Gutwein has a letter of recommendation from RW Armstrong Senior Engineer Bruce Nicholson to go with Hamstra Builders. They were the lowest bid and meet all the specifications. Other airports report satisfactory results with Hamstra Builders. Mr. Gutwein said Hamstra Builders can construct a ten unit T-hangar for about $448,000 which stays within the Airport budget. He said it is an investment in the airport, and provides a service. Fuel will be sold, and maintenance costs will be incurred as well.

Councilor Cain made a motion to advertise the additional appropriation from the Airport Fund in January. Councilor Kramer seconded the motion. Vote: Unanimous

2012 COUNCIL APPOINTMENTS

Councilor Crabb said his boss, Randy Price, would like to serve on the Economic Development Board of Directors. Councilor Crabb was concerned about having two representatives from the same company on the board. Director Neininger said Councilor Crabb has been an asset to the board, but feared how the public would react. She said it is an eleven member board and both utility companies are represented on the board. The Councilors were in favor of Councilor Crabb serving on the board representing the Council and Mr. Price representing Rural Electric Membership Corporation (REMC).

Council President Carter said Gordon Denton would like to continue serving on the Alcoholic Beverage Board.

Councilor Clear said Kay Kiser would like to continue on the Property Tax Assessment Board of Appeals.

All Councilors were in favor of continuing their current appointments for another term.

Economic Development Director Connie Neininger asked the Council to reappoint the Tax Abatement Advisory Board. The entire board is appointed by the Council, but they haven’t been voted for on a consistent basis. Councilor Clear asked Ms. Neininger to establish the length of their terms and if the terms are staggered. He asked that she report back to the Council. Secretary Nydegger said the Tax Abatement Advisory Board could be added to the Appointment list so it would be reviewed and voted on annually.

Councilor Crabb made a motion to accept the above slate of appointments for the assigned boards for 2012. Councilor Annis seconded the motion. Vote: Unanimous

HORIZON WIND ENERGY FARM ABATEMENT

Director Neininger said upon her research on what documentation the Council should use in reviewing tax abatements, the answer was the same from other Counties, Lawyers, and the Department of Local Government Finance: the actual tax abatement form properly filled out and signed.

Per Council’s request, Jeffrey Nemeth with Horizon Wind Farm came to answer questions and update Council on where they stand. He said they have forty-five permanent positions and six more to be filled in January. Also, there is a group of sixteen people doing rotations; six months here and six months in Illinois. These numbers cover all of the phases thus far. Phase five will be reason to hire more, but it’s too soon to give numbers.
