BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on June 18, 2012 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Dennis Carter called the Council meeting to order in joint session with the Commissioners. The following members were present:

MINUTES

Councilor Kramer made a motion to accept the May 21, 2012 minutes. Councilor Annis seconded the motion. Vote: Unanimous

 

TRANSFERS

The following transfer was received:

Councilor Annis made a motion to approve the above transfer. Councilor Hendryx seconded the motion. Vote: Unanimous

 

REESTABLISHING CUM BUILDING FUND

Auditor Guingrich said an ordinance to reestablish the collection of not more than $.05 on each $100 of assessed property tax valuation needs to be signed upon Council approval. It has not been levied the past two years due to an error, and therefore needs to be reestablished. The money is used for maintaining County buildings.

Councilor Kramer made a motion to reestablish the tax levy to fund the Cumulative Building Fund beginning with taxes for 2012 payable 2013 (Ordinance #2012-01). Councilor Clear seconded the motion. Vote: Unanimous

 

Council President Carter said he would like to see a multi-year history report of the levies (form 1782). He would like to be better acquainted with these funds since there are only ten days to respond when the report arrives. Councilor Annis suggested an additional meeting be scheduled and advertised when the report comes in so the Council could discuss it. Auditor Guingrich said she could ask Miranda Bucy with the State Board of Accounts to address the Council about form 1782. Council President Carter said she could address the Council during a regular meeting.

 

 

 

OTHER DISCUSSIONS

Council President Carter asked if any of the Public had questions. Mr. Chad Dahlenburg asked how the phone fees for 911 were distributed. His phone has a Tippecanoe County Area Code but he lives in White County, and he hoped his fees were supporting the Emergency 911 dispatch for his home. President Carter said Director Terri Brooks has explained to him they are mapped out in such a way that the phone fees go to the County you live in. Mr. Jim Davis said he sat in on the State House discussions about the changes in 911 phone bill fees, and the State guaranteed the Counties would have the money needed to fund E911. They did not say where it would come from, but that it would be there for them.

 

Mr. Bob Callahan asked if there was any progress in collecting the Innkeepers tax from those who rent their properties and the other entities that should have been paying in years past, but were not. President Carter said there’s been more of an effort to inform those not paying in the past; Indiana Beach, being one of the largest, is now paying. Councilor Clear said the Monticello Lakes Resort Association (MLRA) and a couple of committees are working together to get everyone on board. They sent a letter written by Attorney George Loy, and are having a better response. Those not paying had a mind set that it was costing them more, not understanding that it was a user fee that should be passed on, and that they would benefit from it. Councilor Clear explained the additional 2% Innkeepers tax is being monitored by a separate committee to be used to promote tourism before Memorial Day weekend and after Labor Day weekend, and also community activities and festivals. Some money has been given to help build a sports complex north of Monticello. Softball, baseball, and soccer tournaments bring in families and officials who will stay and spend money here.
