The White County Drainage Board convened at 10:30 A. M. in the Commissioners’ Room of the White County Building, Monticello, Indiana with Board Members O. D. “Bud” Ferguson and John C. Heimlich, Attorney George W. Loy, Surveyor Dennis W. Sterrett, and Secretary Romana Kiser in attendance.

 

Also attending were David Finley of Samuel L. Moore & Associates, Lee Ferdinand and Charles Mellon.

 

Vice-Chairman Heimlich called the meeting to order in the absence of Chairman Schmierer. Board Member Ferguson made a motion to approve the minutes of the July 1, 2002 meeting. Board Member Heimlich seconded the motion. The motion carried unanimously.

 

Lee Ferdinand was present to request a Consent to Encroach on the Alva Wortman Drain in West Point Township. Mr. Ferdinand wishes to replace a trailer. He is removing an old one and putting a new one in there. He did not have a variance the first time. He stated the replacement trailer would be 45 feet from the ditch. The other side of the ditch is clear, so there would be access for maintenance. Board Member Heimlich stated he is familiar with the site and it would not be a problem to grant the request.

 

Board Member Ferguson made a motion to grant the Consent to Encroach on the Alva Wortman Drain in West Point Township to Lee and Mary Ferdinand. Board Member Heimlich seconded the motion. The motion carried unanimously.

 

Surveyor Sterrett stated that the estimated cost of the project is $156,219.70 and there are 12, 289 affected acres in the watershed, some on Cass County, which comes to $12.71 per acre. Board Member Ferguson noted everyone in the Carter-Hines Drain watershed pays on this project. He pointed out that when other projects on the Carter-Hines Drain have been done, everyone paid on them out of the maintenance fund. Surveyor Sterrett stated there are not very man minimum parcels, maybe one or two and one lot. It was discussed and decided to set the minimum rate at $10.00.

 

Board Member Ferguson made a motion to set the rates on the Reconstruction of the Carter-Hines Drain in Cass and Liberty Townships, White County, Indiana at $12.71 per acre with a $10.00 minimum and $10.00 per lot. Board Member Heimlich seconded the motion. The motion carried unanimously.

 

Surveyor Sterrett presented a letter from Hamstra Builders requesting a waiver from the White County Drainage Code on the Pizza Hut construction project on north Main Street at the old Mor For Less grocery store site. Board Member Ferguson stated that there is an existing detention pond behind that site. Surveyor Sterrett agreed that there is and showed the drawing that was submitted. Surveyor Sterrett commented that they are not making any more permeable surface than was there before. Board Member Heimlich asked if there are any drainage problems out there now.

 

Board Member Ferguson said he does not think there are at that end, that there may be some down around Kroger. He doesn’t think they’ve ever had any problems at the site in question. Charlie Mellon questioned if all the water from that shopping center area drains back to that detention pond. Engineer Finley said they say they are going to drain to that existing pond. Board Member Heimlich said that they are not really changing anything that is there now. He said he is not aware of any problems there now. Board Member Ferguson stated that they never did have any water problems there, but they do down at Kroger.

 

Engineer Finley stated that his recollection of the area is that there is no grass to be turned to pavement, so if there is a pond there that is presumably adequate to handle any current situation, there is really no reason to make them do any extra detention of water for this project.

 

Board Member Ferguson made a motion to grant the request for an exemption from the White County Drainage Ordinance to Hamstra Builders for the Pizza Hut construction. Board Member Heimlich seconded the seconded the motion. The motion carried unanimously.

Surveyor Sterrett presented a request from Surveyor James Milligan for a waiver from the White County Drainage Code for Vidanate Giant Acres Subdivision, Daniel Bradfield owner. He stated the location is west of Monon at the Corner of CR 200 W and State Road 16 on the south side of SR 16. There are three lots and an existing building on one lot. Surveyor Sterrett has not had a chance to get out to the site. The letter was received July 11, 2002. It was decided not to grant the waiver until Board Member Heimlich and Surveyor Sterrett visit the site to determine where the water will drain to and what the outlet is. They will look at the site this week.

 

Surveyor Sterrett presented a letter from IDEM on the Idaville Sewage Treatment Plant. Board Member Heimlich stated it is just an application for a permit to discharge into the Scott Hardy ditch. No one knows of any problems with that.

 

Board Member Heimlich adjourned the meeting.
