BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, November 5, 2012.  The meeting was held at the White County Building, Commissioners’ Conference room, beginning at 8:00 a.m.

Commissioners present were:  President John C. Heimlich, Vice President Steve Burton, and Commissioner David Diener.  Also present was the White County Auditor; Jill Guingrich, White County Attorney; George Loy, and the Commissioners’ Secretary; Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES
•    Commissioner Burton made a motion to approve the minutes as presented for the regular meeting held on October 15, 2012, seconded by Commissioner Diener.  Vote:  Unanimous

PAYROLL
•    Commissioner Diener made a motion to approve the payroll for November 5, 2012, as presented, seconded by Commissioner Burton.  Vote:  Unanimous

CLAIMS
•    Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton.  Vote:  Unanimous

2013 EMPLOYEE BENEFITS RENEWALS
Commissioner Heimlich discussed the recommendations from Apex Benefits for the county’s vision, dental, and life insurance benefits for 2013.

The recommendations are to renew the vision insurance coverage with Vision Service Plan (VSP); accept the proposal from Standard Insurance for the life insurance benefit that the county pays for, for eligible employees; and accept the proposal from Standard Insurance for the dental insurance for 2013.

•    Commissioner Diener made a motion to accept the recommendations as presented, seconded by Commissioner Burton.  Vote:  Unanimous

APPOINTMENT – MONON PUBLIC LIBRARY
•    Commissioner Burton made a motion to appoint Jennifer Annis to the Monon Town and Township Public Library Board for a four year term expiring November 22, 2016, seconded by Commissioner Diener.  Vote:  Unanimous

APPOINTMENT – BOARD OF ZONING APPEALS
•    Commissioner Diener made a motion to appoint Randy Conwell to the Board of Zoning Appeals filling the unexpired term of David Hall until January 2015, seconded by Commissioner Burton.  Vote:  Unanimous

COMMISSIONERS’ TAX SALE
White County Auditor Jill Guingrich discussed nine properties that did not sell at the 2011 Commissioners’ Sale and the 2012 Tax Sale.  She asked the commissioners to set a minimum bid so she can hold a Commissioners’ Sale.  The minimum bid at the 2011 Commissioners’ Sale was set at 10%.

Commissioner Diener asked if there has to be a minimum bid or can the county just accept an offer.  He would like to get them back on the tax rolls as soon as possible so we can start collecting revenue  Commissioner Heimlich asked if the county had a right to accept or reject any offer.

County Attorney George Loy was going to research the statutes but he was thinking that there has to be a minimum bid and the commissioners do have the right to accept or deny any bid.

COUNCIL ON AGING
•    Commissioner Burton made a motion to approve the 2013 Transportation Grant for Council on Aging, seconded by Commissioner Diener.  Vote:  Unanimous

INMATE MEDICAL CONTRACT
Terry Corso, Jail Commander, said that the increase cost for the 2013 inmate medical contract will increase 3%.  This percentage is calculated by the consumer price index of all urban medical consumers.  The cost for 2013 will be $94,317.36 for a period of 12 months.

•    Commissioner Burton made a motion to approve the Second Amendment to the Agreement for the Inmate Health Care Services for 2013, as presented, seconded by Commissioner Diener.  Vote:  Unanimous

ASSESSOR – HEARING SUPPORT SERVICES CONTRACT
White County Assessor, Lisa Downey, presented a contract/agreement for professional services to assist her with appeals and hearings for the General Reassessment.  Mrs. Downey also introduced Jim Hemming, State Representative of DLGF, to answer any questions.

Commissioner Diener said that he has expressed interest in changing this process, but now is not the time. 

Assessor Downey said that the cost of the contract is $300/day for hearing support services.  The services provided shall not exceed 25 days of professional services.

•    Commissioner Diener made a motion to approve the contract/agreement with Assessment Analytics, Inc., as presented, seconded by Commissioner Burton.  Vote:  Unanimous

RECYCLE – HOLIDAY SCHEDULE
•    Commissioner Diener made a motion to approve the 2013 Holiday Schedule for the Recycling Department, seconded by Commissioner Burton.  Vote:  Unanimous
