BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on September 17, 2012 for the purpose of discussing the additional appropriations and other business that might come before the membership.
Council President Dennis Carter called the Council meeting to order in joint session with the Commissioners.  The following members were present:

MINUTES
Councilor Kramer made a motion to accept the August 20, 2012 minutes.  Councilor Crabb seconded the motion.                              Vote:  Unanimous

Councilor Kramer made a motion to approve the above transfers.  Councilor Annis seconded the motion.                                    Vote:  Unanimous

SPECIAL MEETING OCTOBER 8, 2012
The Commissioners have signed a contract with Garmong Construction Services, and the company has begun work on several items for the Wolcott Corridor project.  However, a representative of Garmong would like to set up a special meeting with the Council on October 8, 2012.  The Councilors would like to have the meeting in conjunction with the Commissioners at 8:00 AM.  

BUDGET HEARING
Auditor Jill Guingrich said the 2013 County Budget was advertised in the three County newspapers, and today will be the first reading.  She reminded the Council that Cumulative Building was added back into the budget this year.  She said it was added back in because the Commissioners knew they would be spending money from there next year, which they don’t typically know. 
Secretary Nydegger asked if the Highway amount of $3,463,753 is the “true” budget figure anticipated for the year.  Auditor Guingrich said yes.  She also said after talking further with the State, the budget cannot designate where any extra funds would come from to help cover the Highway budget on this initial budget hearing/adoption.  It can, however, be requested once the State returns form 1782 with changes to be made in the budget.
Councilor Kramer asked where the $1.2 million for Health Insurance shows up.  Auditor Guingrich said it will be paid by County Adjusted Gross Income Tax (CAGIT) which is not reflected in the budget.  She said the State does not regulate CAGIT.
Councilor Annis asked the purpose of listing the Landfill, if there are no tax dollars to be levied.  Auditor Guingrich said the Landfill has three budgets: recycling, environmental officer, and human resources for the County, and must be accounted for in the County budget.       
The total County Budget estimate is $16,495,743.  There were no objections, and the second reading will be October 15, 2012. 

NON-BINDING BUDGETS
Auditor Guingrich presented the following budgets that are advertised and also reported to the State:  Schools: Frontier, North White, Tri-County, and Twin Lakes.  Townships: Jackson, West Point, Lincoln, Honey Creek, Round Grove, Union, Prairie, Liberty, Cass, Big Creek, Princeton, and Monon.  Libraries: Monon, Wolcott, Brookston, and Monticello.  Cities and Towns: Reynolds, Monon, Brookston, Monticello, Chalmers, Burnettsville, and Wolcott.  Secretary Nydegger asked if this was all of the Non-binding budgets.  Auditor Guingrich said this was all of them, and as far as Council is concerned, they are for informational purposes only.
Councilor Clear made a motion to approve all of the Non-binding budgets as presented.  Councilor Crabb seconded the motion.                    Vote:  Unanimous

ADJOURNMENT
There being no further business to bring before the Council, Councilor Cain made a motion to adjourn.  Councilor Clear seconded the motion.            Vote:  Unanimous
