BE IT REMEMBERED that a special meeting of the White County Council was held at the White County Building at Monticello at 8:30 A.M. on January 22, 2013 for the purpose of electing County Council Officers and making Council Appointments and other business that might come before the membership.

Council President Dennis Carter called the Council meeting to order. The following members were present:

Councilor Kramer opened the floor for nominations for the office of President of the White County Council. Councilor Clear nominated Councilor Carter. Councilor Annis seconded the nomination. Councilor Crabb made a motion to close the nominations for President of the White County Council. Councilor Clear seconded the motion.

Vote: Unanimous

Dennis Carter is hereby elected to serve as President of the White County Council for 2013.

President Carter opened the floor for nominations for the position of Vice President of the White County Council. Councilor Crabb nominated Councilor Kramer. Councilor Clear seconded the nomination. Vote: Unanimous

Raymond Kramer is hereby elected to serve as Vice President of the White County Council for 2013.

Secretary Nydegger said she had not heard or received any paperwork for Julie Hart. There was some confusion on the recommendation of Jenna Demerly to finish the term of Miranda Taulman. It appears she would, instead, be finishing the term of Pamela Furrer. Secretary Nydegger said she would make phone calls during the break between meetings and report to the Council at the regular 9:00 meeting.

Councilor Clear made a motion to accept the appointment of Eric Pampel. Councilor Kramer seconded the motion. Vote: Unanimous

Council President Carter said the Council will make appointment recommendations for the Redevelopment Commission and for the Economic Development Commission when they meet with the Commissioners. He said people were not happy that the same person served on both boards because both vote on bonding. He said Gary Hendryx served on both last year, and that he would be willing to continue serving on the Redevelopment Commission. Council President Carter said Mark Howard was also appointed to the Redevelopment Commission last year. He asked Councilor Annis if he would like to serve on the Economic Development Commission. Councilor Annis agreed to serve. Councilor Kramer asked if the White County Economic Development Commission is the same as White County Economic Development Board that Councilor Crabb serves on. No one knew.


Councilor Anderson said he has served on the Kankakee-Iroquois Regional Planning Commission and Community Corrections Advisory Board in the past. Councilor Clear said Judge Mrzlack suggested Councilor Anderson because of his experience.

Councilor Anderson said Kankakee-Iroquois Regional Planning Commission is close to Councilor Davis and thought he would find it interesting.

Councilor Crabb made a motion to appoint Councilor Davis to the Kankakee-Iroquois Regional Planning Commission, and Councilor Anderson to the Community Corrections Advisory Board. Councilor Clear seconded the motion. Vote: Unanimous

Secretary Nydegger said she added the Tax Abatement Board to the Council Appointment list as was discussed at the February and March 2012 Council meetings. She said the new Economic Development Director Randy Mitchell has made contact with each member and there were two changes: Mr. Mitchell will replace Connie Neininger and Larry Wiley will replace Art Anderson. Bill Heiny, Max Eldridge, John Loy, Larry Brown, and Andy Harmon will continue serving. Councilor Anderson said the only reason that board was formed to take pressure off of the Council. It is his opinion this is an unnecessary board. The Council still makes the decision regardless of the board. There were questions on the legal procedure to possibly eliminate the board. Councilor Anderson said the board was started by the Council and could be eliminated by the Council.

Councilor Kramer made a motion to accept all of the remaining one-year term appointments with exception of the Tax Abatement Board: Alcoholic Beverage Board: Gordon Denton; Wabash Valley Board: Dennis Carter; Solid Waste Management: Raymond Kramer; Data Processing Board: Raymond Kramer; 911 Board: Bruce Clear; Property Tax Assessment Board of Appeals: Kay Kiser and Phyl Olinger. Councilor Clear seconded the motion.

Vote: Unanimous
